At a ceremony in Dalian City, China, November 14, 2007, Ilchi Lee, president of the University of Brain Education, and Gao Dabin (高大彬), president of Dalian University (大连大学), signed an agreement establishing the Korean Cultural Institute, to be located in Dalian City.

The two universities stated that they were motivated to establish the Korean Cultural Institute in order to elevate the current level of knowledge of the fullness of Korean culture in China—currently limited to popular cultural items such as Korean pop stars and kimchi. So the institutions want to fill the need for joint research regarding Korean traditional culture and history, create educational programs characterized by experiential learning, and support efforts to disseminate their research findings and promote their educational programs through public relations in China.
Dalian University and Peking University were selected as suitable by the Korean Government for supporting Korean research in China. Thus, it is very meaningful that the Korean Cultural Institute will be established under the sponsorship of Dalian University's Korean Study Research Center.
University president Lee and Gao agreed to support collaborative studies of Brain Education based on both of them seeing Brain Education has having great potential as a field of study, given their societies current and future needs.
